ICC Final Action Hearings
by Karen Miller, National Hydrogen Association

The ICC Final Action Hearings are scheduled to take place in Fort Worth, Texas from September 29 to October 5, 2002.  The International Code Council (ICC) created the Ad Hoc Committee for Hydrogen Gas (AHC-H2G).  The AHC-H2G was formed to develop appropriate and enforceable model health and safety requirements that apply to matters germane to the ICC International Codes and which would address the use of hydrogen in motor vehicle-related infrastructure and portable hydrogen technologies.

The proposals were heard in early April at the ICC Hearings in Pittsburgh.  The AHC-H2G took comments received and prepared a revised package of changes, which is up for individual consideration in Fort Worth.  This means that each proposed change will be voted on separately by the code officials.  The vote is final and binding.  "If the changes are approved they will appear in the 2003 edition of the appropriate code.  In the event they are not approved, the next opportunity to consider them will be in May of 2004.  It typically takes three to five years from the time a model code is published to the time it is implemented in the field," according to Al Vasys, Consultant to DOE and NREL.

The proposed changes affect the following:  Fire Code, Building Code, Residential Code, Mechanical Code, Fuel Gas Code.  For code text, and to review the final action agenda, visit http://www.intlcode.org/codes/2002cycle/2002faa.html.

To facilitate information exchange between hydrogen energy experts and code officials, the NHA is hosting a Hydrogen Safety Codes and Standards Workshop on Monday, September 30, 2002 in Fort Worth. The Workshop is free, but advance registration is required.  The NHA looks forward to seeing you in Fort Worth.
